I like this idea. There should also be protections in place to keep it as affordable housing.

Seriously! I really would love to see a world in which we could change the model they utilize and see a large effort to reintroduce these wonderful creatures back into the wild.
There will always be a place for rescues and a shift to large, adequate pens, to rehabilitate them in could be incredible for our understanding of marine life. If there were a camera system where people could view them in a somewhat natural habitat and learn about them I’d love to see that be the future of this sort of industry.
Not only is it better for their health and happiness, but it makes these sort of things so much more accessible for children everywhere and of all backgrounds to learn about sea life and maybe find a passion of their own!

there have been some threads here about an individual on the circulator who matches this description who says similar things (I have had a few run ins but also heard reports that it was the same person at Dupont). I wonder if this is one individual who moves around? Of course this is a wider ranging problem, just saying there might be a pattern with this guy.

Rocky Mountain ATV, and Revzilla have a decent return system for exchanging if your a size off. Decent size charts and you can do a quick google search to find out if the product fits large or small. Freedom Cycle has some inventory and books with plenty to order from. Most of the staff I talked with are riders and get it. Good luck

I think any used auto has already depreciated. If 12k is going to get you between 100k and 150k miles, how long will you have it before sinking money into it for repairs? If 20k gets you 50-75k less miles on the same car, that's years of driving before you get to the mileage. If I had 'substantial' savings as you state, I'd get the more expensive car and drive it until it was dead or too costly to keep repairing.
