if you have the option to get a personal vehicle, i’d recommend an AWD or 4x4 vehicle if possible since a marjory of the roads within the national park are gravel and in times of rain, the extra traction would be helpful.

if you plan on taking a bus in and hiking, popular spots are kinda far to be walking so i’d recommend some kind of transportation.

I agree, Socotra now belongs to the UAE, they are really pushing the tourism as of lately. I also drove past the military base, it's really small, a few houses next to the beach in a deserted area. The biggest harm to the environment are the countless goats on the island but for most people there they are the only food source.
