If the renter is only paying partial payments, then eventually they'll get 3 months behind.
If you own the property, you could simply refuse to renew the lease, or if they're a month-to-month tenant, you could simply serve them an eviction notice relevant to your country/state.
For example, in South Australia a fixed-term lease can end by giving the tenant a 28-day notice that the landlord isn't renewing the lease, or a periodic term (month-to-month) can be ended with a 90-day notice.

If you are owed a refund and file incorrectly, your money the government still has accrues interest. But the interest only starts accruing after you file incorrectly.
I just got notice that my refund accrued $23.

In 1860s, the Russian Empire had a criminal code known as the "Statute on Punishments" which defined and regulated various criminal offenses, including murder and prostitution.
Murder was considered a serious crime and was punished with either death by hanging or hard labor in a prison or mines.
Prostitution was not fully legal in Russia in 1860, but it was regulated. Prostitutes had to register with the police and were subjected to periodic medical examinations. Pimping and operating a brothel were criminal offenses, but the punishment for these crimes was less severe than for other serious crimes such as murder.
It's worth noting that these laws may have varied in their implementation and enforcement depending on the region and other historical factors.

I normally go with mostly listening, let them talk. Throw in an occasional "mm-mm" or a shake of the head. Mirror their emotions. They seem angry, be like "dang wtf." They seem hurt, say "thats not right." Or opt for simply asking them short questions that would prompt them to continue speaking. "Why would he do that?" Or "what was she thinking" or "then what did you do?" You could throw in an occasional "I would have......." And when they are wrapping up their story a "Im sorry that happened to you" or "wow that sucks/sounds terrible" seem to be good options.
I do not offer advice unless they specifically ask.
