Both Phuc and Cindi Lou are excellent. I have a few by Phuc now, as does my partner who also has a few from Cindi Lou. Cannot recommend Tsunami highly enough
I love Cindi's work, but she canceled on me at the last minute twice.
Matt Brown. He used to be sown in Sanford but I think he's in NH now. Honestly, his work is literally amazing. Like the true definition of the word

All personal preference. Those faces on the 3 wolves would be a no from me. But, If you find what you like in a closer artist, go for it. Tattoos are forever, if I ever decided to go for another, I'd make the trip for what I want. Ya know?

You might want to check out https://venomink.com. I haven't used him, but he has realistic black and gray work.
Chad is amazing at venom ink. Check their instagram his birds are amazing
I'm not a fan of face portraits because they never look right. However, Chad does some truly impressive work and makes them actually look good.

Not sure where you’re located. Jason Drake at Diversified Ink in Bangor does some great work. They also have a couple other artists (Harley Gray) who specialize in black and gray.

IME, anyone who has a waiting list to be tattooed is "very high quality". You can get good tattooing without a wait, but you'll get a better results with one. You should comb Google to check who's tattooing at regional conventions.
Phuc Tran (1.5 yr wait) and Cindi Lou (~1yr) at Tsunami come to mind.
