There are a few different considerations to keep in mind.
One, is that the temperature setting is only measured at the thermostat. This temperature tapers off between the thermostat and the exterior. In well-insulated homes, the temperature only drops a little between the thermostat and exterior wall, with a big drop-off through the wall insulation.
In a poorly insulated home, this drop-off is more noticeable between the thermostat and the exterior wall. So keep in mind where any pipes may be. If you have any that are close to a poorly insulated exterior wall, they can be a few degrees cooler at that location, even though the thermostat stays the same.

Set of 4 studded Hakkas are about $1,100. Add in 4 steelies or the charge for swapping out 4 tires with balancing, and that's about $1500.
Not everyone has that kind of cash, and more importantly, not everyone needs studded snows at all.

You can test the ice with a chipping hammer or something similar. Do so close to shore, then another 100’ out. 3” of ice is safe enough to walk on.

The town has been trying to figure out how to fix this for years. There are regular public meetings discussing proposed changes, have you attended any of them? They have also done some tests to change the intersection, especially at Stanwood/Mill, to various levels of success.

High end winter tires are about $1000 installed and should last 5+ seasons. No reason why you shouldn't be using them if you can afford them. We're talking about your life. If $1000 in life insurance isn't worth it to you, I dunno what to tell ya.

I understand and completely agree. My building was built in 1900, old windows, no insulation, but each unit does have their own heat. As crappy as it can be, I am right there with you, very glad to have a place to call home

If it’s that cold, I’d think a heating system is gonna be running all the time anyways to maintain whatever temp is in your house. It’s gonna be close to a 100F temp diff inside/outside anyways this weekend lol

There is a NIMBY issue. No one wants "affordable housing" in their neighborhood because their worried its going to disrupt their neighborhood. Lord forbid the neighborhood of 15 people doubles because someone wants to build apartments on sewer and water.

That's not spoiled. That's caring. I got a puffy jacket for my elderly german shepherd to go out and do her biz. She's had skin issues recently and lost some of her double coat that normally protects her. It hasn't re-grown yet so she gets a puffy. We do what we can to protect the ones we love. Give yours a skritch for me.

To follow up on this, modern tread design has actually supplanted studded tires except for driving on literal sheet ice and stopping. A proper follow distance and high quality winter tires are all you need, and yes, they drastically increase performance over your all season on your SUV.

Not that I'm saying your wrong, because I'm sure winter tires are great.. I just get all seasons and never had an issue.
A big part of it is learning how to drive in crappy weather. Like my towns done a shit job at snow removal, it's risky just pulling out of my driveway due to high snow banks. The roads weren't cleared well so it's just a sheet of ice. They never even bothered to treat (salt/sand) my road. Figuring out how to keep control when slipping is essential, and should be taught better for beginners (and possibly to newbies of the state).

I have gotten a a few cashmere sweaters on ThredUp and Poshmark this winter. They are more expensive than a thrift store but more predictable. My favorite is a tunic from Athleta that was around $26 shipped.
