Is it just me, or have artists been reusing old songs?

Recently I've been getting ads for 'Flowers' by Miley Cyrus and I swear I have heard the exact same instrumentals a few years ago. Same thing happened with this other song that 100% used the instrumentals from that I'm blue song. Is this just me noticing this?
