I think she sounds quite a bit like Hope Sanodval from Mazzy Star. Nothing wrong with that though

Cat power, Mitski, Bar For Lashes, all do that shtick better, without the weird tragic poet/artisté thingy that all the goth girls wanted to be in HS, I enjoy ride, & a few of her other songs, but I can't have her on all day, maybe it's better when you got someone to hold onto though

You've clearly never listened to music from Nas then, or any female rapper, or any of the hundreds of hip hop artists worldwide that don't mention what you're on about.

The Rolling Stones album Exile on Main Street was famously recorded (mostly) in a villa in the South of France that guitarist Keith Richards rented. The Stones were exiled from England over taxes and Keith had problems going abroad due to drug charges. So they went to France. Long story short the Stones recorded their famous album in a mansion’s basement. It was very difficult (the instruments would go out of tune due to he humidity) and you can hear it on the album.
Also, it was one long non-stop party of epic and infamous proportions. Keith bought a huge supply of morphine from Marseille (then the heroin Capitol of the world). Gangsters, playboys, celebrities. It was legendary. Photos are online.
Edit: after months of recording the Stones received a tip that the cops were coming to bust them so they fled just in time.

Is It Wicked Not To Care?
Lazy Line Painter Jane
Dress Up in You
Asleep On a Sunbeam
For the Price of a Cup of Tea
Waiting For the Moon To Rise
Women's Realm
Family Tree
Beyond the Sunrise
Reclaim the Night
These are the ones I could find. There may be more though. Honestly, I only remembered the first song and thought their vocals were mostly female driven, but it looks like they have a good amount of male vocal songs. A couple of these are duets. Hope you enjoy them.
And I would definitely look into Lana Del Rey if you haven’t (I think another poster mentioned her). Her voice is amazing.

I think it is a song that reflects a time period and a style of music pretty well.
It's like Take On Me from A-Ha. It isn't by far the best song of the 80s, but it has the vibes of that period.

Also…might not be quite the same sound but 90s girl alt music starts and ends with Liz Phair at least in my opinion. Divorce Song, Fuck and Run, and Polyester Bride might work for you.

There is a great magazine article from about 15 years ago that detailed the recording sessions. The band would arrive to the studio in the evening. There would be a huge spread of food. They would eat a little then drink and snort cocaine until they were so messed up they couldn’t speak. Then they’d start recording.
