I felt a little different about rosco when I researched it earlier this year, in the first episode you learn that the town basically wiped out his pension right when he was due to retire. You start understanding why he's doing all kinds of shady shit to make more money.

Dan was also a sleazy asshole no one liked who probably alienated everyone who would bump him up the ladder.
