Looks a little like a young Brent Mingle who played with Root Boy Slim post Sex Change Band, I believe mostly live. That'd be about the right era. Hard to say though, I haven't seen Brent in close to 30 years, maybe 35.

That's Jizzy Gooslinger lead singer for the Metal band Leather Crotch. They were big on the east coast in the 80's. I think they were from New Jersey.
