Technically you aren’t allowed to have anything other than factory rear tint unless you have a prescription from a doctor. You may be able to convince an inspection station to sign off that your front windows are also factory tinted, but ymmv on finding a shop to sign off on that.

It’s a really stupid law and really has no meaning because you could register a vehicle in the state with front tint if it came that way from the factory/dealer — the state can’t force you to remove factory tinted glass but be prepared to get pulled over all the time.

For example, my parents are snow birds and bought a vehicle in Florida that came with 70% tint on the front and the rear is completely blacked out. They have since registered and inspected the car here and don’t have issues. If buying a vehicle out of state is a loophole to the law then it doesn’t really have the intended effect.

70% is basically the factory UV tint applied to most windows. Anything additional on the front windows of an SUV/Truck is illegal in Rhode Island. There are exceptions for those with diagnosed eye conditions with severe light sensitivity, but those are rare and difficult to get.

It will be well spent if the improvements fully connect places people actually need to go which can only be achieved by replacing some vehicular lanes and parking spaces.

I fear what happens instead is this money gets spent on surveys, studies, proposals and planners attending meetings where everything that might actually work gets nimby-ed to death. Then, if money remains, random segments of bike lane get built where there is least resistance, and the city remains too dangerous for kids to ride bikes to school.

People who work for companies whose HQ is in another state do contribute by paying state income taxes that go into local initiatives that help improve the state, property tax for local education, sales tax, and then shop at local businesses, buy local restaurants...all helping out local residents and out neighbors.

Think of the perspective that just because a company has an office or HQ in a specific city/state doesn't mean it only serves that city or state. Companies have interstate and global reaches and it doesn't matter where the office building is. It's like saying people who live in states outside of RI can't work for CVS because their HQ is in RI. I can live in RI and work for a company anywhere if the job permits it AND still contribute positively to the local community where I live.
