Some people are mentioning Oakland Beach. I moved to RI a few years ago, and I'm a bit surprised that it hasn't been bought up by property developers yet. I mean, we're talking about relatively cheap real estate, surrounded by marinas, on a little peninsula surrounded by the water, with a beach, 10 minutes from i95. The air traffic doesn't really go over it, and right next to it are the mansions of Warwick Neck. It's 15 minutes to downtown Providence, and an hour to Boston.

>Pho Zap Zap is mainly a Laotian restaurant, as of the last time I was there. The food there is quite good.

This is correct, however some staple Vietnamese foods have become staple Laotian foods as well since many have migrated into the country for ages. The most common ones would be Pho, Bhan Xeo, Bahn Cahn Gai, Bahn Mi, Nime Chow with only certain ones having a Laotian name change.
