This is clearly laid out in the landlord tenant handbook.

https://www.courts.ri.gov/Courts/districtcourt/PDF/Handbook.pdf

Section 5.D basically describes your situation exactly and what you should do.

I'd send them a letter telling them the heating situation and tell them you want to deduct the extra energy costs from the rent. Even state you'll need to purchase a new unit as you need more rooms heated. Show your utilities increase, document everything. If everything is reasonable, how is your landlord supposed to hold up in court why he didn't fix your heating in the winter?

I'm paranoid as a landlord, I fix everything same week if not same day. I always give a copy of the employee handbook as many don't even realize they have a lot of power. It's supposed to be a favorable agreement between two parties and we both have a responsibility to each other.

There's an RI gift shop near the airport on Post Rd. I've gotten my sister who lives out of state some fun things

Some Dell's Lemonade mix would be a nice touch. He'll definitely know what that is. The gift shop might sell Benny's tshirts. That was an RI chain store that closed a few years ago. We all miss it and are still in mourning over it.

But why would they take her to a new facility when the hospital stated she was fine and ordered her removed ? Wouldn’t she have been arguing with the cops when they arrived that she needed more care , then I’m sure the hospital staff would have argued back that she’s fine and needs to go.

After she’s with the police of course their going to think she was faking it in order to go back to said hospital she was just removed from.

It definitely sounds like the failure was on the hospital.

I mean your final point is the most realistic one.I’d guess the assumption the police would make would just be your run of the mill mentally Ill drug addicted homeless person or some such.

If the hospital says she’s been attended to and needs to be removed from the premises then what more can they do ? The police are not doctors qualified to overrule the hospital.

There's a lot of other good advice but you should definitely look at a new situation because this is the behavior of people who already don't have money to maintain their.property and/or are taunting you to do something about it.

Either way you do not want to rent from them.

I don't want to dox myself with specifics but I have had tenants themselves cause heat issues and even on holidays you can find people because to do repairs because money talks. Your landlords are either cheap or stupid or both and may also be seriously malicious or at least uncaring.

Funny enough for newport at least, you can pretty much go anywhere and they're usually the same thing because they mostly come from the same places. Don't sleep on the lobster bar raw bar plus you get a view. It's more of a price thing at that point so I'd add benjamins and lobster bar to that list just because they'll be around the same price if not cheaper

Edit: forgot kampanaars, they're more clam bake but still solid

I'm not in any way saying it excuses the attitude of the cops. Their attitude, their lack of care and their delay in getting her care. I would think it would be worth looking at to see if it meets the definition of negligent homicide. Can they really stand by and watch someone in medical crisis and not do anything? As she was in their custody they had a duty of care. They can't override the doctors at that medical facility. But it should have been treated like any other trespassing case. Where if I call the police because your trespassing at my house, and you start experiencing a medical emergency, they are required to call an ambulance. I don't care if she was being trespassed from a medical facility. She was in their care and should have received medical transport and a new admit to a different facility.
