this is common in many metro boston neighborhoods too with a large Italian population especially during the 1930-1960 time frame.
They are essentially summer kitchens. Or for cooking giant quantities of food or canning.

My grandparents house in Warwick had a kitchen in their basement. Apparently the house was built without a permit in the 50s and the family (not mine) lived in the basement when it was being built.

What if you have to take a left and immediately take a right on the next lane? can I take a left and stop if no one gives me way until I can shift lanes?… I ain’t driving 5miles to go all the way and come back just so I don’t “inconvenience” the driver behind me.

Some options are Hope Market in Rumford: https://wesharehope.org/hope-market

RI now has Flash Food (you need to install the app) and you can get discount close to sell by date food. I think it's mostly through Stop and Shop, they usually have $5 fruit and veggie boxes

Project Hand Up in Warwick, but they fill your trunk, you must take all, and only some of it will be fruit and veg.
