All matter is always in use. Just not by you,me,or other things on earth.
But maybe more precise would be to say that in THEORY. Nearly all matter can be used by current "living" entities. And that creating a new entity would require an amount of energy that is not freely available without first destroying another living entity.
Idk. Seems pretty silly and arbitrary to define all matter in the universe this way.
