Grounds too dry. Water runs off of it like concrete. I’m guessing that if we want out, this is the way it’ll happen

There are multiple forms of crying. It's emotional release. It can be a burst into tears, it can be ugly sobbing, it can be a single tear running down your cheek and each and every one of these ways is normal and legitimate.
Forgot to mention, the reasoning can be whatever, too. As I said, emotional release. Could be joy, anger, fear, frustration, empathy. Some people force themselves to contain it, others don't or can't. Some will not feel the urge at all. All valid. I've shed a few happy tears myself in my time, feels really good, actually.

Have you seen the news? Snowpack in parts of the Sierra’s are already ahead of their April averages.
They are getting snowpack and the reservoirs are being filled.

The rain is great for our state. Maybe it could have been spread out instead of dumped all at once though.

I am curious if the problem lies in the fact that although the res is filled again, this is temporary, and there is not necessarily an ongoing source of replenishment. Unless the snowpack is good? I haven't been paying attention.

It's not the right tool for the job. The original draftees of the OGL discussed using it back then also but wanted a specific, concise, tailor-made license. Many of those individuals are the same ones now making the ORC.

read some studies that one rain storm in a month won't fix the drought, even a year of rain, takes decades of normal rain to go back to normal.

Not to mention or relative lack of forest management in rural areas. I’m originally from the mountains in central cali, and my father is a wildland captain. There’s so little being done to actually address the issues that will make our fire seasons so bad, mostly due to bureaucracy and outside lobbying.
