I think it's more that people don't necessarily expect the West Coast or the PNW to have hicks, but they're here in abundance. As a racial minority person or LGBTQ, one just unfortunately needs to take some precautions, especially in particular areas. .

In general though, I'd say it's much less worse than other regions. I'd rather wander around WA than back country Alabama or even Ohio.

I used to live on the Palouse so I’d take this route to drive to Seattle when I went on a semi regular basis. I found a lot of beauty in driving through this part of the PNW.

File an ERTS through the Department of Ecology. If this is near a salmon stream, it should draw some attention of Ecology, WDFW, and local code enforcement. An ERTS report will automatically send the complaint to all the agencies.

You're not gonna get pickups with confederate flags chasing you down screaming the n-slur.... but Seattle is pretty self-segregated. Black areas, white areas, asian areas.... not even a racial thing either, they don't call Capitol Hill "gaytown" for no reason

Contact whoever would be the most pissed off that he is polluting the creek with animal waste, and ask them to investigate, giving permissions to be on your land. That sounds awful. Good luck

I think that is your best bet unfortunately. I suppose it might be worth contacting the county health department to make a complaint about unhealthy conditions but a lot of Washington counties are run by the good ol boys clubs, and they don’t like to enforce things unless it’s next to their properties. I pity the county official that has to come over there.

People just need to be considerate of each other.
