Depending upon snow conditions, the Worm Flows climbing route is pretty flat and you should be able to get a decent way up the base of the mountain without any special equipment. Research this and check trip reports. If you’re in decent shape, it’s a great way to experience the mountain.

I'm a pilot and my thing is Vintage aircraft. My flying partner is the antique guy and introduced me to Addison Pemberton in Spokane. He has restored a 1928 Boeing 40C mail plane that they recovered in Oregon. Look him up. I am sure there is plenty of documented history. Look up National Postal Museum. Pemberton and Sons Aviation. As a person he is first rate.

It’s wild how expensive alcohol is here now. I miss state run liquor stores and being able to get whiskey at MSRP. Always stock up when I’m in Oregon.

I would personally just hold back until the observatory is open. You'll get a better experience then, you're way more likely to get nice weather, and you shouldn't have any access issues.

Otherwise, wish I could tell you more about what you asked, but I have only ever gone in the summer.

This was taken on the east side of the state, where it's a lot drier and gets a whole less rain. If you are moving to the west side of the Cascades, be prepared for lots of rain!
