For a rental car, check that you can drive it into Canada. I don’t know if you’ll be able to get a one way rental to another country. Or it could at least be very expensive. If that doesn’t work out, consider returning a car in Seattle or Bellingham, then taking the train. There is service but it may only be once per day.

On Christmas, most restaurants and all tourist attractions will be closed. You’ll likely have more options in a bigger city like Seattle. Or plan to be somewhere remote like a National Park where you’ll be eating where you’re staying anyways.

The coast is nice in the winter. There are not many people going to the coast. Longbeach, Westport, ocean shores. Take some warm clothes and go walk on the beach. Watch the storms blow in. Get some clam chowder or fish and chips at the beach.

If you're sticking to the main highways, any type of car will be fine. If you plan to go into the mountains, you'll likely need tire chains regardless of your vehicle.

I'd recommend driving up highway 101 around the peninsula. Olympic National Park and Lake Crescent are beautiful anytime of the year. Mt Rainier is a great park but look ahead to make sure it's open and if tire chains are required. Ashford, right outside the Paradise entrance is a good town to stay in. And not too far away you could visit Northwest Trek Wildlife Park to experience PNW (Pacific North West) wildlife.

You're also going to need a lawyer with experience with state laws (RCWs) to help you draft the initiative. Some initiatives (even the well funded ones) end up being a pain in the butt to enact or enforce because they contradict existing RCWs or somehow violate the state constitution.

For example, I-502, the initiative that legalized recreational marijuana in 2012. The Legislature had to go in and clean up a lot of stuff before it could actually be implemented, in part because of how it was drafted.

Thank you so much for this insight, this is exactly the type of info that I was looking for. I assumed that it would be a lot of work, but it sounds like it's a lot more than I thought.

I understand the part about signature gathering but didn't want to focus too hard on that at the moment because I know what a challenge that would be. My goal with this post was to get an idea of how hard it is outside of signature gathering or whether that is the biggest obstacle. Sounds like it could be the biggest obstacle, but the rest of the process isn't a walk in the park either.

Not discouraged yet, but I think it would be good to take some time to do some research and determine if there are others with the same ideas and collaborate.

The North Bend Bar and Grill used to make a killer Jambalaya. I stopped in last summer after climbing Mt Si to get my traditional after-hike Jambalaya, and found out they don't make it any more. Bummer. Still great place to go, though. Now they make killer sandwiches. Still, miss the Jambalaya, though. Been climbing Mt Si on and off for over 40 years :).
