Yeah, it you have subsidence from groundwater depletion, there's no place for the water to go back to. In the San Joaquin acquifer the ground has subsided by 10's of meters over the last century.

For a high temperature gas, it would eventually instead look like a Maxwell-Jüttner distribution.

This happens when kT ~ mc^2 , so when the temperature is close to the rest mass energy of the particle.
However, there are effects this new distribution don’t take into account, so it has limited applicability.

the individual molecule speed is not necessarily the same as diffusion, as the movement is disordered. you can very easily measure this diffusion with NMR. (provided you have an NMR with pulsed field gradients. No need for valves or deuterium labelling etc.)

Being pedantic, but I wouldn't frame it this way. The pathologies in those conditions aren't that insulin levels are too high (barring accidental/intentional overdose), but a deficient effect.
There are feedback mechanisms that titrate secretion to response in cases of insulin resistance, therefore prolonged hyperglycaemia promotes insulin secretion.
Type 1 is typically due to a deficiency of insulin for various reasons.
