This is not true. Plasticizers are generally not used in elastomeric seals (nor tires as in your previous reply). Elastomers (of which natural rubber is a member) embrittle due to oxidation and thermal degradation. In the case of polyurethane elastomers, water hydrolysis can cause degradation.
Leaving a dishwasher unused will actually prolong the life of the seals since there is less exposure to water, oils, and oxygen at high temperatures.

There's a lot to consider here. What's the body of water, a lake or a pipette? Is there a temperature difference?
Convection, capillary forces, diffusion, surface tension, vapor pressure, temperature and purity will all affect this.

Yeah, I’m a Nurse at a long term care facility for mentally challenged residents. A good part of my shift is spent suctioning residents that have upper airway congestion.

There really isn’t enough information in this question to answer properly. A glass of water on a table in Iceland will behave differently than a glass of water in the southern US which would act differently than a glass of water in Ecuador just from the different ambient temperatures alone.
