This cat appears to be more tawny than rouge, but I'd do what I do with all cats: crouch down, put my hand out towards it, and see if it wants pets from a stranger

We have a black cat that once in a blue moon will start wandering the house and meowing in the middle of the night. We think she sees a random ghost and starts talking to it.
