There is usually a lapse of several months time between settlement and water bills being addressed to the new owner. You can go online and look up the account by address. Even if bills are still being sent to the old owner they are a lien against your home.

We found her by rash field one night while walking after dinner. She let me pet her, so I knew she wasn’t feral. A few days later, I saw her there again and realized she was actually homeless and not just someone’s outdoor cat. She was living under a set of wooden stairs. So we fed her for a few days and then i took her to a vet. Turns out she was already spayed and chipped but the owners did not respond to the vet or come to get her. So… she’s ours now 🙂
