Sizka is my favorite sushi in the city, they do both lunch and dinner omakase. BYOB.
V-NO Wine Bar in Fells has wines by the glass or bottle, and small plates. They have tables outside that a nice to sit at. They also have tasting events that sometimes occur on a cruise around the harbor that might be worth checking out.

It’s not really a boat tour, but if you’re here during the week, the Harbor Connector is a free commuter water taxi that goes across the harbor. The Fells Point to Tide Point/Locust Point route has great views of the harbor.

Lake Roland Park and Druid Hill Park are both nice and have parking. Former has quite a narrow driving route compared to the latter.

Correct. If you read the documents on the City’s BOE page, it says Metra has a total of $152m in contracts with the City over the past 6 to 8 years. I think the writer of this article made a mistake. The contract they were discussing at the meeting was only like $4m.

They should also have been required to carry a payment bond to ensure that subs get paid regardless of financial circumstances affecting the prime.

Within the local underground utilities contractors, Metra is known for not paying anyone and screwing over the small subcontractors. They had this coming for years.
The $150M in the article is not accurate and is probably their "pre-qualification" amount with the City. They probably have closer to $50M in contracts spread across a number of jobs.
The biggest reason they've been disbarred is because they lied to the City repeatedly while the City was investing the MBE/WBE claims. The 7-day payment clause was just the most convenient way for the City to disbar them.

Sherwood Gardens might be a good option for an outdoor thing. The tulips probably won't be out quite yet, but there will be other things blooming.
If it's rainy, you could also visit Rawlings Conservatory in Druid Hill Park. It's a beautiful building, with a 19th century glass palm house. There is a suggested donation of $5/person. I like to go there when it's overcast to get a little sunlight without getting dripped on.
Idk if the spa at the Four Seasons downtown is in scope, but there are great water views there and it comes highly recommended
