The incoming water supply is only half the problem, DPW also handles the sewage. Multiple areas in the city have sewage leaks, the sewage goes into the streets or comes out of the toilets and basement drains into people’s basements. DPW hasn’t fixed any of these problems, everyone I know used their own money or received grants to get their houses fixed. The problem is that the sewage is still in the streets in some places, and multiple vacant houses have sewage in the basements. The smell is bad on warm days. Check the background of any house very carefully before you move, ask the city if there is a history of sewage leaks.

When I was a teacher, all the teachers in my subject area visited the main plant in E. Balt County (mid 80s) it was neat as a pin. The grand Italian style buildings, with green tile roofs and manicured lawns made it feel like a private country club, though the smell gave away that it was not.
