The Ottobar is more venue than bar (fantastic spot regardless) but the upstairs is a great bar that has smaller shows and good DJ sets sometimes - might be up your alley

The incoming water supply is only half the problem, DPW also handles the sewage. Multiple areas in the city have sewage leaks, the sewage goes into the streets or comes out of the toilets and basement drains into people’s basements. DPW hasn’t fixed any of these problems, everyone I know used their own money or received grants to get their houses fixed. The problem is that the sewage is still in the streets in some places, and multiple vacant houses have sewage in the basements. The smell is bad on warm days. Check the background of any house very carefully before you move, ask the city if there is a history of sewage leaks.

Do it yourself! A basement build out will probably cost you min 20k, you can easily do it yourself with basic framing knowledge + insulation for probably a quarter of the cost, especially that lumber is down now.

When I was a teacher, all the teachers in my subject area visited the main plant in E. Balt County (mid 80s) it was neat as a pin. The grand Italian style buildings, with green tile roofs and manicured lawns made it feel like a private country club, though the smell gave away that it was not.
