No issues in the dark? That’s what I was thinking. Personally I would do the walk but I thought maybe this person asking because he/she was not familiar with the area. I could be wrong.

I'd bet they have some sort of catering company or have a table setup foodtruck style just without the truck yet.
I've seen pickups towing massive brick ovens for pizza a bunch at food truck events and this doesn't seem that different than that.

Generally good advice, but in this case it's pretty easy.
Walk north through the parking lot toward Camden Yards (pretty sure you can see it from M&T). Walk around east side of Camden and hotel is right there.

5-0 Radio Pro scanner App, does pretty well. Has options or searches for all over the country. Been using it a few years lining in the city. I’ve read that some police bands are being put on channels that aren’t available to the public somehow.. So there’s that..

That may very well be the case. At least the city is doing something about it. There’s a LONG way to go but they have to start somewhere.
Considering how narrow some sidewalks are combined with the presence of signs and garbage cans I don’t think it’ll ever be perfect. That would be a massive undertaking.

Reading some of these other comments, it seems like to strange repairs are explained by a lawsuit re: broken and ADA non-compliant sidewalks.

You can buy a scanner, such as the Uniden SDS100. It’s costly ($650) but you can listen to whatever you want that’s not encrypted or out of range. Unfortunately, modern digital radio systems require expensive hardware to listen in. For perspective, the actual radios on the system are $5-7k
