The people killing their rivals, family members, girlfriends, robbery victims, innocent bystanders… never take politician compensation into consideration when they point that gun. People that kill are not deterred by police budgets or how many cops there are. When someone kills they think that they will get away with it or it all happens so quickly that no thinking occurs at all. Rich people and poor people kill.

What we know is that most people that kill are young men with guns. That is where to start.

I'm just glad that Baltimores politicians are going to get a lifetime pension for only 8 years of tremendous service. Y'all have no idea how much that is gonna cost.the tax payers. Yes, but mine is going fine. The row house I bought 20yrs ago had not been lived in since the 1920s. Its first floor was a shop & the upper floors were storage. I put in the duct work my self, and BGE Home put a furnace/AC unit in the Attic. That was in 2005, and cost $5,000. This is only to heat/cool the upper top floors (600 sq ft)

I had a tw200 stolen from my parking pad after I lived in the city for a few years (although I sort of suspect it was my neighbor who was moving out and not hood kids, but who knows). My cruiser has sat in the parking pad for years and nobody stole it. I don't think cruisers are of much interest to the people who steal motorcycles in the city.

If you're looking for something cheap you can buy a used cruiser or a cheap new Japanese cruiser. Have insurance on it so if it gets stolen your insurance pays out (might take a while because Baltimore police suck so badly). You can pick up a vstar 250 new for probably around 5k. Or if you want something that's basically like a big scooter look for a used TU250X. These style of bikes aren't what I think most thieves in the city are looking for.

We had bump and jacks here for a while. They'll rear end you and when you get out they'll steal your car (usually at gun point). Took them like a year but they busted enough people (mostly teens) that I haven't heard about it happening since pre-covid.
