In the current climate, they'll drop students for a single uniform infraction. This is a case of the student spitting in their face, and yes, they absolutely would just drop a student over a perceived slight.

(I was in the Catholic school system from Kindergarten through my senior year in the 80s/90s, and even back then, students would vanish for things that made zero sense.)

They have actually shown that living in a place with opportunities is the most important part of this equation. Parenting and schooling can help, but if people see no legal path to a better life, they will feel no particular draw to it.

The key will be to make giant investments in underserved communities the way we did in the suburbs.

This may or may not be a good recommendation for you, and it doesn't help you right now since it is freezing, but disc golf is an extremely chill and welcoming sport and Druid Hill Park is a great place for a beginner to go try it out. It's basically just a nice walk through a park while occasionally stopping to throw a thing. It's very accessible for a new player...it's hard to be good at but unlike real golf it's not hard to get to a point where you don't completely suck. It's also free, other than the cost of a couple discs (and there's a decent chance someone would give you some old discs for free)

If you show up there pretty much anytime, I'm sure you'd be able to find a group that would take you under their wing and probably even let you borrow a few discs. Their big night is Thursday night, where a bunch of people show up and they have triples (they randomly assign people into groups of 3 based on skill level). I think they still do it in the winter but they start earlier and earlier because of sunlight.

That ain't in the bible and I'm damn sure the pope never said such nonsense. Principal is a power tripping loser. Hopefully she'll get a better education at BCPS.

Yeah, that all makes sense. Real world data on a bigger scale disagrees with your conclusions, though. The perception of punishment comes from largely from policing and the presence of police. We even have a local example that demonstrates that quite well. The aftermath of the Freddie Gray riots proves that when there's less policing, there's more crime.
