Individuals cannot realistically take action. Only unified groups can do anything. Also, the fight isn't going to be over when the ballot initiative is passed. If that's all you're organized to do, and everyone goes home afterwards, you've done nothing. My organization led the way for the Affordable Housing Trust Fund to be passed via ballot initiative. A year went by and the city hadn't put any money in the fund despite it passsing, so we had to gear up to fight again. Then we had to fight to make sure the money was used correctly.

In summary, individuals can't do shit. If you want the city to do something the city does not want to do, you need a committed group organized for the long term for a cause, not an individual policy.

If the pay is too little, the only people that can afford to be a council member will be ones with outside income (business owners, wealthy people that don’t work full time). I would rather someone be a council member that needs the job, rather than someone who owns a business that may skew their work to benefit themselves or other business owners.

Close to the city, I’d recommend the trails around Lake Roland and go around the back to the Light Rail crossing. (NOT where you’d get on/off the Lt. Rail, but up the hill in the park, then down the side trail. You’ll figure it out.

Just out of the city is the Goucher Loop which is about a 5k path, you guessed it, looping around the campus of Goucher College. Drive to the back of the campus to the stadium/track and walk up a slight hill to the meadow. You can start in either direction, from the bottom of the meadow or the top. The trail basically follows the campus perimeter. If you’re not familiar with the course, try the start at the bottom of the meadow to walk it counter-clockwise and keep the main campus to your left. You’ll figure it out.

Further away is Cromwell Valley Park and its variety of trails that has elevation change and criss-crossed trails a lot. You CAN get briefly lost or turned around, so have a map or good phone signal for directions.

Further out still are Oregon Park near Hunt Valley with a Lot more elevation change and is simple to navigate with all but one trail returning to your car by going downhill. Maps are available at the visitor center. And then there is Pretty Boy Reservoir up I-83. This has a network of trails but are nearly all ‘out-and-back’ without loops, since they’re around the lake where the city gets most of its water. Loch Raven is similar too. Be safe, pack water, have good boots, let others know where you’re going ahead of time.

In the case of the council members, do their pension payments start after 8 years or after they turn 65? That makes a difference for sustainability in the long term.

For example, the police are vested after 10 years. If they leave after 10 years, they will get a small pension after turning 65 years old. They are fully vested after 25 years. That means that after 25 years of service they get pension payments regardless of their age. Someone correct me if I’m wrong please.

You need to collect a lot of signatures. This will require a lot of time, help, dedication, organization, money. It is not a small task. If you're serious, research organizations behind successful ballot initiatives and ask them.

I don't have any 'theory' other than I require 3rd party confirmation of claims other than from the party most benefiting from the claim. Just like I wouldn't 'trust' a used car dealer about the state of a car until I got another mechanic to look it over.

But hey, you do you. Believe those Amazon reviews, don't get a house you're looking to buy inspected (just trust the seller) and please DM me about some land I have to sell. It never floods.

I think the tip of Fort McHenry beats Federal Hill. There is something evocative about watching the giant slow moving barges from whatever port of call they came from and the general industrial tone of it all.
