They did not ask the public to vote on it. The committee had a Google Form where people could offer their input but this was not a vote and the questions weren't "which option do you like best" but instead "Which of the five MLK Boston design proposals do you believe best reflects the Kings' legacy? Why?" and "Which proposal most effectively addresses current social issues, and is also likely to remain relevant over time?"

In the original picture the happy expressions on their faces are more striking than the embrace, which loses so much context just being arms and hands. They abstracted it too much, artists can do that.

Just found it. So they wanted to do the whole bay, with gated sea walls. Look I know you believe it would be gross but this has been done before. The Dutch seriously do this all the time. We're kind of at the point where if we don't we'll be almost assured the yuppie folks in South Boston waterfront will be taking water taxis to work.
