Not with the same feature set, it won't. If everyone got paper bills, they wouldn't need the billing section of the website. More customers using the online billing system means more load on website customer services.

Billing needs secure online payments, secure PII storage, a customer facing billing system, and a bunch of other things that a website without billing doesn't need.

The other commenter who works in dental billing is correct. There are frequency limitations on codes and a basic dental hygiene cleaning has only two codes for a basic prophy which is hand scaling and polishing: one code or adult patients (14 and up) and one for pediatric. A hygiene exam (w Dentist) is a separate code, fluoride is another. If your plan only covers 2 prophys per year (either 2x calendar yr or 2 6mo apart) and you're getting 4 for free your dental office is committing fraud by coding 2 of them as something else you have coverage for to get the insurance money. Root scaling? You'll need to look at your coverage and benefits and check the EOBs your carrier sends you after each service. If you only have 2 included in your plan and go 4 times for the dame service it should be coded exactly the same for all 4 visits. Fact.

A lot of hearing proposals don’t really go anywhere, some are pet projects, others just recommendations from local communities. Maybe just list the councilor and say the proposed hearing. A lot of Councilors have email newsletters that go out monthly. You should subscribe to them to see what their main issues are. Like Ed’s big thing is Veterans and language access, he highlights that a lot. I wouldn’t be afraid to reach out to a few offices and ask to sit down with a staffer to find out main issue areas for some councilors. It would give you some intel on what’s really important and what is just for show.

If memory serves me right, and somebody can chime in. Apparently between moving all the equipment into place and such, they only had a couple hours max to work on things. Least that was the excuse they kept using for completely closing the OL. Dunno how much was true at this point.
