No, the snowpack will melt quickly if not refreshed often, same with the reservoirs. Cali needs more, consistent snowpack and rainfall to exit the drought. Otherwise it will just re-intensify next summer.

As a Panamanian I can tell you there is a lot wrong with that graph. Basic unlimited data plans here go from 20 to 30 dollars a month. I pay 20. Data here is pretty cheap all things considered. The data for others countries is likely incorrect as well.

Here in Norway the two major telcom companies have their starting plans at 269 NOK (~$30) which are for 2 and 3 GBs of data.

An unlimited plan with full speeds costs 699 NOK (~$75) from both companies.

The problem is that minimum wage usually doesn't mean livable wage and livable wage is very different based on the local cost of living for the area. NYC and DC need higher living wages than say some rural town in Alabama. It's why the federal minimum doesn't change as often.
So let's not pretend that minimum wage hasn't increased in 30 years when it's not even true federally let alone for many states. Especially when a significant portion have much higher minimum wage (some twice as much or more).

So Catalunya can not be independent but Tibet can. Who annexed the Soviet Union, who annexed Yugoslavia, who annexed Sudan? There is no comparison.
As to Taiwan, it is a very complicated issue as both China and Taiwan claim to be the rightful ruler of all China. When you show the intellectual ability and honesty to grasp simple cases like Crimea, we can proceed to an analysis of complicated issues like Taiwan. Before that, judging on what you have said, I feel it is way above your head.
