Very few countries have the foresight or the political systems in place to do so. When you're an authoritarian populist like Chavez your tomorrow is not guaranteed and you need to take actions that have immediate effect. Tbh, that's true of most leaders.

It’s typically intermediate. Most of NM’s oil and natural gas is in the Permian Basin.

I'm not sure you are correct. I work with GIS (academic not commercial or accessibility related to be fair) but normally the issue with green and shades of green is when it's in contrast with a red or orange shade. That's when colour blind issues come into play.
If this were purely greyscale, you would be able to see each tone fine (although could be tweaked to increase contrast eg lighter green to start and bigger steps) which is the quick test for colourblind problems.

I wonder if NM have a view that their oil is a depreciating asset, so they’d rather get it sold as quickly as possible to extract as much value from it?

also, the safety systems in vehicles are better in higher income per capita because they cost more money and higher income can afford them which means accidents are less fatal

Why didn’t they just tax them more and make them pay higher share of the oil. Rather than get greedy and want 100%. Orrrr slowly build your expertise over decades times. And then diversify like saudis

Yes the bubble size represents per capita income. I made that choice because I felt it strengthened the visual value of the correlation. But I can understand the argument for using pop size instead.
Indeed, having miles driven would be interesting, or maybe total length of the road network which might easier to find.
