Many times different governments around world tried to ban them. More often than not it was making production and sell of them one of the top income sources of criminals. It is usually less harmful for society to have them legal with lots of tax to make them less accessible than to ban them and have wealthy and powerful gangsters.

this isn't correct tho Ultra high temperature ceramics have a melting point ranging from around 2000c to just under 4000c while tungsten melts at 3442c i am not saying that the ceramic doesn't work i am just mentioning your well over 1000c higher claim is incorrect

We didn’t in that particular budget cycle, for whatever reason. The budget was planned every year based on expected expenditures. Some expenses are more volatile than others.

I was told in university that noise cancelling headphones used by jet pilots work by subtracting white noise from the sound they are playing, in the belief that generic "outside noise" was something like white noise (probably not a bad approximation when you are next to a jet engine), and subtracting it has the effect of cancelling it out. This was in the days before noise cancelling was a feature of consumer headphones, but I always assumed the principle was the same.

Because people don't want them banned, and because the negative effects are, for most of the population, controllable.

It's a small rodent-like mammal that you push into a drain. They will naturally seek out the clog and eat it. Sometimes people cover them in cocaine and shove them in their butt.

Vaseline doesn’t clog pores. So it won’t cause pimples.
You need to wash your pillowcase more often than just when it gets greasy and dirty. And you need to wash your face every with a real face wash. You also sound like a teenager, which means your face is naturally producing a helluva lot more oil so you need to practice even better hygiene.

People are bad at estimating things, and its much harder to get more budget at most companies. So if you underspend and lose the budget, you have instant FOMO for the next year, and if you actually need more, it's a pain to get.
You might think but its so easy to lookup that you gave up a million dollars last year, why would it be hard to get 20k? And that's just one of the great mysteries of corporate finance.
You also have a general lack of real responsibility for checking this stuff. Proper accounting and estimation for budgets and efficiency is hard and time consuming. Very few companies truly try to do it. So you've got department managers blowing remaining budget last second, and no one challenging it, and things just keep on chugging along.
So long as the total budget for the company fits at the end of the year, there's not a lot of time spent looking into the details of that.

Companies usually buy bigger spaces than they need. They anticipate growth, so you buy bigger. It would be common to rent the extra space out, as this is only going to be temporary-- you're not in the business of being a landlord, so temporary before you move yourself in there.
But what if you end up not needing the space? Well, again you're not in the business of being a landlord, you're better off just selling the building and renting only exactly what you need. This allows you more flexibility.
Lastly, in the US there are some often significant tax benefits of leasing vs. owning (less than ELI5: It actually common for some business to have someone, like a owner buy the building and rent it back to the company, or have a shell company buy the building and lease it back)

My choir director always recommended lemon and honey cough drops because the lemon's acidity cleans the gunk off your vocal chords and the honey coats it to protect it further. So like a shampoo and conditioner situation. Other flavors do one and not the other and are kind of like eating mentholated candy. You could do lime, I guess, but lime and honey? Bleh.

Interest is just the cost of borrowing. If you ask to borrow 10 bucks, I might ask you to pay me back 11. That $1 is the interest.
Interest is usually expressed in annual percentages, like 20% a year. So if you borrow $100, in 1 year you would owe $120. After another year it would be $120*1.2 again, or $144.
But then it gets more complicated, when you factor in compounding. Compounding refers to how many times the interest is calculated. Is it 20% 1 time per year? Or is it 20%/12 each month? Or maybe it's 20%/52 every week. As it turns out, the more times you compound the interest, the more interest you will end up owing annually. So this is an important factor. (Most loans are monthly)

It makes their job harder since they not only have to clean a clog but also do it at risk of coming into contact with dangerous chemicals. Also a lot of people are a bit too liberal with their use of chemical clog removers and that can damage piping and cause leaks, especially in the case where you use them but the clog does not clear. Now on one hand for a plumber that's a good thing, because it's expensive to repair, but it's a lot of work, and it's difficult, and people often give plumbers the stink eye for asking for a lot of money without recognizing the fact that they caused the damage.
