You want the center to melt. It’s loose bits of candy going into the oven. During baking they melt and fill the gaps, becoming a single pool. This hardens, sticking to the dough and creating a solid, transparent window in the center of the cookie.

For future reference, a filet mignon is a piece of meat cut from the tenderloin of the cow. Which is a really long cylindrical shaped piece of meat that tapers off at each end. So a filet mignon is either a cylinder shape as well or a cone shape if it's the end piece of the tenderloin.

You break up hard candy like Jolly Ranchers in the desired color and flavor. Put the pieces in the cut-out in the center and the candies melt while baking, then harden into what you see.
