You might want to try the Tropico series. Tropico 6 was on Game Pass, but not sure it it still is.

You can try State of Decay and State of Decay 2. Although they do have missions.

Plus nobody is forcing you to buy it, if you don’t like remakes, then don’t buy them, plain and simple.

For puzzle type games it depends on whether you want something with a good narrative.

Personally, I love the Talos Principle.
