Jersey City has government staff (like Amy DeGise) demonstrating that hitting cyclists and then driving away is acceptable behavior. These behaviors can spread to neighboring cities, whose roadways share many of the same drivers.

This is probably it. Yonkers handles the final assembly. PATH is probably accepting the new cars to have longer trains on NWK-WTC.
