My mini split worked fine down to 4 degrees last Winter. I would assume a similar output, certainly preheat the house tho lol.

Call attorneys and have a 10-20 sentence version of your story ready. Don’t ramble. Tell your story, then answer their questions with just the info they’re looking for and then await another question. Short and precise. When they’re done, they should tell you what they think.
If you’re rambling or emotional or whacky, they aren’t gonna want to help. Crazy clients are more trouble than they’re worth.

To be honest this story is hard to understand the way it's written. It seems like a lot of information is missing. You might try being more clear, which might make it easier to answer some version of the question you're asking.

The state legislature has no right to dictate the zoning ordinances of the individual city's and towns regardless of whether or not they're close by or accessible to mass transit.
If they had that authority, they would have enacted the legislation mandating straight out without having to resort to blackmail by withholding funds for non-compliance.
Failing in that, it should be placed on the 2024 ballot as a statewide referendum and let the voters decide if this what they want for their community.
People, home owners in the burbs moved to and live there for a reason, and one of them is to escape from and not have to deal with the congestion and associated headaches that comes with unwanted construction.
