This is absolutely possible. When only a little bit of the snow melts, but most is still solid, you'll have a combination that's functionally a solid but that loses some structural integrity. It would begin to slough off, but friction between the snowflakes and surface tension with the water will keep them from breaking apart. That only stops when there's too much water, which means less friction.
