This poster, the angle, the lighting, pose, framing, colors… all seem generic to me. Also the cover you linked to barely looks like the Creed III poster.

Lastly, movie posters are made by the distributor. MB Jordan had 0 say in it. This is most likely a still frame taken from the footage they shot, that was then over-sharpened and heavily color corrected. There’s no room for "a nice, mindful homage to X" in the case of Hollywood movie posters. It’s a sweatshop and its only goal is to maximize the $$$

I get that this poster reminded you of Hajime’s poster, but to say there’s any relation between the two is quite the stretch IMHO.

I'd wager what happened is that even though the script and original book call for a courtroom the war museum was chosen instead because it was both convenient to film in and quite visually striking (the room his cell is in particularly) and all dialogue that references what the building actually is were taken out. It's weird that they just left the war museum sign in either way, though.

Self censorship is a thing. Fear of backlash leads to this outcome.

Creating non specific enemies like Top Gun Maverick or fictional enemies like Aliens, human invaders from another realm is another angle. Last you have some art where they make the bad guy just so bad emotionally/character wise and then bland their appearance/physical characteristics to make them inoffensive but often forgettable.

The movie script calls out the location as:

"EXT. SHELBY COUNTY COURTHOUSE - DAY

The old courthouse is a massive Gothic stronghold, with an armada of police cruisers parked at the curb."
