File for guardianship, the Burlington County Surrogate's Office can assist. You will need two doctors to examine him and find that he had a mental issue or condition that makes him unable to make reasonable decisions for himself. The process is not that difficult and you can likely manage without an attorney, however if he is being belligerent his court appointed counsel may contest the guardianship on his behalf. If you think it is likely he would contest the guardianship, get a lawyer. There are a lot of great guardianship attorneys in Burlington County.

In the same way that the above simply leads to more people killing each other. Giving 13 year olds the responsibility on whether or not they should resort to violence just leads to more unnecessary violence. Zero tolerance reduces fighting in school and removes any accusations of racism, favoritism, bias, etc. No need to play judge and jury, etc. Everyone just goes home and gets time to chill out. If you have a bully and want to fight them that bad, take it off school grounds, or eat the suspension. Most students will recognize that it's not worth it and learn self control or how to handle a stressful situation nonviolently

Bergen, just as I was leaving work. It first started with a few snowflakes then turned into ice. I don't know what the right terminology for this type of precipitation but it felt like something that is between snow and hail, where you can feel it bouncing of your clothing but still see it swirl against the silhouette of a street light. Now, it's definitely snow.
