They are effectively optional in the sense that you won't get pulled over for it, but they might write you a ticket for it if you get pulled over for another infraction.
If the penalty is a small probability of a small fine then a lot of people will treat it as optional.

I recently moved to NJ (august) and I make less than $150k while renting. I filed my 2022 taxes as a part year resident and will live all of 2023 in NJ.
Would i qualify next year for this rebate?

I received 7 separate emails about it starting last September from the State of NJ mailing list that /u/elmariachi304 references below. I think I ended up on that list after signing up for covid related updates a while back.

I wonder if this is being released like the COVID relief ones were? Like individually, bank by bank, in waves.

I want to visit this New Jersey. Worked in Paterson for six years, car was broken into four times and witnessed a shooting. The locals even speak to how graft and corruption are bringing their city down.

The full amount is if you are the sole homeowner. I remember reading the FAQ on the gov site, something about if you had been married and gotten divorced since 2019. It said each party should file and it would be split.

Renters who made under $150k get 450. Owners who made under 150k get 1.5k. Owners who made between 150-250k get 1k.

Mine said it was deposited today 3/28 but was not showing in my bank account when I checked at 2am. When I woke up around noon and checked again it was there.

80s baby here as well. Just for the record I'm white. Clifton isn't that bad at all. Like you said, people have this hard-on "Passaic bad" because the people are brown.
As someone that would travel through Passaic a lot as a teen, buddy lived near Costco, the people in Passaic never gave me as issue. I remember going to school 3 (early 90s) and I only had two Hispanic friends. Once the mid/late 90s happened, a lot more cultures started to come here. This was a welcoming addition in my eyes.
Clifton isn't all that bad, people make it out to be this terrible place to live.

No, unemployment is mean to help people without a job put bread on their table while they get back on their feet. If your income is too low then you may qualify for SNAP benefits
