I was in the Army and can attest to the hands out of pockets policy. The way it was explained to me was that it just looks unprofessional, and that much military stuff is based off standard and bearing. Certain haircuts, uniform being neat, minimal make up, hands out of pockets, all that is to at least make a soldier (or sailor!) seem like they know what they're doing and that they're the best.

Out now though, got my hands all up in them pockets and making up for lost time. My handsies just feel so comfy in their homes.

All that says is that the jail time wasn't long enough to offset the benefits of defrauding thousands of people. That's the fundamental problem. Jail is meant to be a deterrent for crime, but if it's still net beneficial to commit the crime and go to jail, then it's failed.

I’ve always found it bizarre how American TV shows and films normalize drink driving. People meeting in a bar for a drink or several to move the plot forward, then driving somewhere completely unimpaired. It’s worse than the cliche of the driver turning to talk to the passenger and not looking at the road.
