In Canada, and I imagine many other places as well, being in care and control of a motor vehicle while sufficiently impaired is also an offence. People can and have been convicted of the offence for sleeping in their car while intoxicated.

Don’t worry about that, the UK government is selling the NHS piece by piece to the private sector. Healthcare staff are striking, 100s of people are dying due to shortages each weak and they want to charge for GP and A&E visits now. If they overserved her then yes they should be held liable. That's part of being able to sell alcohol. You must cut someone off if they had too much and must be able to recognize when a person needs to be cut off.

It's wild how many times Trump went back to donors. With Trump University and all his other scams, he had to offer a product or service. He realized that in politics, he didn't have to do that, he could just collect donations. He inspired a whole industry of conservative grifters.
