HOT lanes are simple in nature compared to tolling an entire portion of the city. Volume at entrance and exit is one dataset, what about everything in between? The grid is massive, is just checking toll gantries sufficient? Some may say no, I'd tend to agree. Volume inbound alone doesn't necessarily paint the whole picture of what "congestion" is happening inside the cordon. Might not work out so well, or maybe it would, it's very hard to tell which is probably why it was not considered due to the complexity. Nothing about measuring congestion in the CBD is simple, trust me on that one, the traffic on the street grid is probably one of the most complex systems in the entire city.

I don't think it's the end of the story when that doesn't seem to be the MTA's goal with the study. If that were the case they would have studied more aggressive scenarios. Who is "they" in your proposition exactly?

The permitting is separate issue allowing them to have more than 2500 patrons in the establishment. It's not clear if they could operate 'normally' w/o that permit, if at all. If the end result of all of this is the state/city gov't forcing a move then this could be eminent domain (thus requiring compensation).

Hudson yards was cheap land because it was built above train yardsthat was previously unusable land

That's 35 - 50 floors below the ground, and you'd also need to add ventilation shafts, and emergency exits.

Super simplified version - “just” compensation if you force someone to sell that doesn’t want to includes the best possible value of their land + more to get them their asset back.

Eric Adams runs this city directly, he undermines and overrules everyone else he appointed or who otherwise leads the city agencies. He demands city agencies and employees override protocol and the rules to give him what he wants. He seeks extreme levels of power even Bloomberg didn't try to grasp for himself.
