I know someone who lived in a converted office in FiDi. The building itself was fine, it seemed like any other luxury tower in the area, and the building's exterior was cool, but the hallways and floorplans were really weird because they needed to be long and snake around other stuff.

This building was built in the 1930s, I bet living in an office building made after they all became glass boxes would be a lot worse.

No, it very much is difficult and expensive. Consider how many toilets and sinks are on a floor and where they are located in an office building. There's probably a sink in the break room and a row or two of toilets, separated by gender. Now split up the floor plan into 6 apartments. Where do you set up (at least) 5 extra bathrooms and kitchens without completely ripping up the floors, which are probably concrete? Can the building handle that much water and and sewage out?

As an animal lover, I do what I can to help the animals in my community/society. I've seen some unique injuries to some kittens and cats, but this looks specific. . . I've once had to treat a car with a degloved tail. It was brutal, but it was caught on a fence.

So some people, granted, they do this on their time, but there are a group who tend to the cats in the neighborhood. I would say maybe do some rounds with a friend or something to kind of survey the scene and if you see something. I'm not saying feed the cats or make it a job, but just be aware of the regular cats of the hood and people too. You'll get an idea of what and who. Sorry this is happening to those little kitties. . . Evil is always amongst good, but most times it's the undeserving who are often belted with the disgust of man. . .

NYP is free, wildly available and quick to cover local stories. NYT, NY Daily, etc local coverage suck and hide behind paywalls. NYP even beat local tv new coverage to breaking stories and followups. Ppl shiet on NYP and rightfully but they do local coverage better than most.

The Post is 100% a trashy tabloid, but their sensationalist coverage of the Alba incident played a significant role in Bragg's Office dropping charges in the Jose Alba case.

They had the exclusive with the security camera footage which vindicated him completely and made it a major cover story. The video turned a local crime story into national news.

Given the evidence, the case would have been dismissed anyway, but who knows how long that process would have taken had The Post not leaked the video.

Keep in mind Bragg's Office had the video the entire time and still not only arrested Alba, but wanted to pursue murder charges against him.
