So hypothetical question, let's say an officer shoots someone and assume they are 100% in the right, if the family brings a wrongful death lawsuit against the city what would it cost to litigate that case to completion?

I say this because settling out of court is super common simply because the cost of litigation is often way more expensive than the actual amount of relief the plaintiff is looking for. To use the case of the 300 in the Bronx, trying hundreds of civil rights cases would cost the city hundreds of thousands if not millions of dollars per case, so it's way cheaper just to pay everyone out $21,500 and move on.

The poor don't drive in NYC they take the subway.

mostly trucks, deliver vans or freight rail which has a last mile deliver via truck/van

As what others have said, go to r/AskNYC (rule 2, questions, suggestions, recommendations go there), and to avoid having your post removed on that sub, two words: be specific. Give an insight on your budget (you did now), time you’ll travel (also did that now), what specifically you’d want to do or interested in for early summer/late spring? Are you open to taking the subway everywhere (or bus), renting a bike, or walking? The more info, the better!

However as the only mod who doesn’t live in NYC, admittedly getting by as a tourist w/ no connections, no experience, and having a second person with you to try and be as frugal as possible isn’t easy, especially since you’re going on vacation again in Europe soon-ish. There’s other accommodations out there for budgeting, or having to trust another person, but be mindful.

Congestion pricing will be a boon for deliveries. Delivery drivers will be able to make more deliveries with less private cars congesting the roadways

how about less congestion in Manhattan (and probably Brooklyn, Queens, and The Bronx) and more dedicated funding for the transit system that a majority of New Yorkers use?

If possible you could prob get a motel for 4 hours to just sleep for around $60-$100 or $100-$120 a night some places..good luck
