Most of the time what you need is not a budget app but and expense tracking app. One that allows you to use categories but that don't care to track account in and outs. At the end of the month you just look at your budget spreadsheet and input the totals.

I use smart receipts plus. When I buy something be it in cash, credit, Amazon, or what have you, I track it. Just the act of tracking saves you a ton of money because it makes you very conscious of money flowing out on stupid things that don't even make you happy.

There is a free version of the app but if you want to upgrade to the full version from it the option is a subscription, or you can delete it and install the full version for a flat cost.

I use the Buddy budgeting app and input everything manually. It lets me keep track of my multiple cards and accounts without being linked to my bank

Just use a spreadsheet and manually enter it in? I find it helps to go through the statements and actually see what's being spent.

I personally use a spreadsheet. I never found an "app" that was simple enough to use and didnt bombard me with ads or use my data.

Its easy enough and I am able to customize it as needed etc. Mine is as simple as Columns across the top for account balances, and essentially a ledger of payment activity for my checking account that I use to pay my bills. As I enter, it adjusts the balance, and further down are my budget amounts/sunk cost funds that I offset based upon actuals. I use a credit card for all purchases and as soon as transactions post, I make payments and track them in the ledger with offsets to the budget accounts. Clean, simple and I know where every single cents goes.
