I think you're mostly stuck with online sales. It's a pretty niche market. Have you checked out Emisar before? They ship from China but it's a pretty smooth process.
REI, Bass Pro Shops, Cabella’s would be a good start, but they don’t have a lot of good ones. Some of the tactical supply places that serve law enforcement and gun shops will have some, but likely only carry a handful of brands. I’d call around before making a trip. r/flashlights might have some ideas too.

For what it's worth if you're looking for a light for serious use, those brands are the only ones you'd really want to consider.
Go to a gun store. Most of them carry high quality high lumen stuff meant to be mounted on rifle, meaning the electronics are strong enough to handle recoil and not fall apart.

There is a lot that REI doesn't carry. If the flashlight manufacturer makes flashlights for guns or other gun-related gear, they won't carry it.

Yeah most of the gun stores should have some streamlight and surefire handheld products in stock.
What an odd policy.
They're anti-gun and presumably they consider this guilt by association. It is silly as flashlights on/for guns help people clearly identify someone and avoid accidental shootings.
