Pedestrianize South St., especially the East side. You can't have loud cars or ATVs if South St. is only open to pedestrians.

It would be a good start, but I would also want something that goes through the middle of southwest/southeast Philly. I hate having to take a $15 Uber each way any time I want to go down there

I know you're just being difficult and this is pointless but .. living under the EL (which I've done as well) is not the same as what OP is describing. Living under the EL was no big deal.
What op describes sounds fucking terrible. It's not necessary traffic beeping that happens in the city, it's not an expected train rumbling thru, it's sporadic shrill bursts of unnecessary noise...literally designed to be shrill and piercing and grab your attention.

I'd demolish the on/off ramp for I95. There's so much traffic to get to it and not a single person driving thru stops at any of the local stores, as evident by the rows of vacant storefronts. All it does is invite tons of traffic and noise.
Or I'd build a wall around Kensington.
Or paint Aramingos streets, from Old Richmond to Bridesburg — there's not a single line on that road that isn't deteriorated to the point of invisibility, and drivers treat it like a street in India. It's an absolute nightmare at night.

Ah yes, the inevitable "fuck you boomer move to the burbs" person who pops up in every thread where someone makes a reasonable quality of life complaint.
Cities are noisy. Everyone knows this. That doesn't mean that every noise is reasonable or necessary and it does not mean that people should be berated for trying to address it.

There are plenty of safe areas in South Phlly. Hawthorne, Whitman, Bella Vista, Grad Hospital, Passyunk Square, and East Passyunk Crossing are great options.

It's a phenomenal town! I have enjoyed myself even though the first couple of days I had some pretty bad altitude sickness. I had no idea Bogota was as high up as it is — apparently the third highest nation capital of the world.

I think it would be great to build this but let's be honest, it's never going to happen. Septa can barely afford to operate it's current system and is cutting service to existing routes. Better to focus on maintaining the current routes and make people feel safe when they are riding.
