It's struggling like all papers because of the loss of advertising and other income and certainly not what it was in the past. But imagine the city without a newspaper. Who'll investigate and report on city council and the mayor, and everything else in the city. Blogs and such don't make up for professionals who have the time to investigate complicated issues or follow up over time.

PPA has a direct number you can call but I had to get it from 311. If you call them direct (particularly during weekday hours but there is someone there all the time) they can even radio the team working your neighborhood and let them know (especially if it's an ongoing thing, those neighborhood crews are regulars and remember problem areas).

overly bureaucratic is an odd way to phrase " had actual kangaroo courts until the actual courts steppe din and shut them down ".

Too often the issue is the institution, not the job. Camden county replaced their entire police department and is faring much better.

Few people say seriously - no cops ever -

many people say 'the institution of the phila police department is un-recoverable'

Same with the PPA. It's not that having reasonable parking restrictions is bad, it's that the PPA itself is a criminal organization.
